National consultations with civil society representatives on the Guidelines of the European Commission to support civil society in potential enlargement countries, 2014-2020
On 4 June 2013, at the hotel "Crystal Palace" in Prilep, delegation from Mobility Bitola composed of Fanche Georgievski, Jonovski Soter (Management Board) and Mitko Fidanovski (Secretary of Mobility Bitola), actively participated in this event organized and supported by TACSO (Technical Assistance for Civil Society Organisations) in cooperation and financial assistance of the European Union. The main aim of these consultations is to facilitate dialogue between the civil society on the draft framework for monitoring and evaluation purposes, particularly important for us is the implementation of the UN Convention, with special emphasis on local level and direction were used as the experiences of Veles.
The workshop was organized in two sessions and group work:
1. Enabling surroundings
2. Cooperation between authorities and civil society
3. Capacities of CSOs
Our representatives were in the second group. Here we should mention that the main goal is civil society and public institutions to work in partnership for mutual interests through dialogue and cooperation, and as a result public institutions to recognize the importance of civil society in improving good governance through civil society involvement in the process decision making. Public institutions are legally obliged to include civil society in the process of planning, programming and development of public policy strategies and operational programs.
In addition were given feedback, suggestions for indicators and benchmarks - percentage of laws, reforms, policies and operational programs, then create uniform criteria for the relevance of civil society on the basis of which will include organizations, and a number of public authorities issued public institutions of civil society to implement the activities of local interest (the number of implemented joint projects listed in the report of the municipality and the annual report on cooperation). Then set system information, communication, dissemination and exchange of information and functionality of the Council for Cooperation with civil society.
As sources for verification with mandatory consultation were listed the National Register and / or information from the national government and civil society surveys. These conclusions should be supported and nurtured guidelines for EU support to civil society in the expansion during the period of 2015-2020, when the final evaluation of financing and monitoring of EU will be made.
